With John McCain not voting and Rand Paul, being, well Rand Paul, and voting against him, Mike Pompeo needed one Democrat vote to get the tie he needs to become Secretary of State. His hopes rested on flipping one of the four very vulnerable Red State Democrat senators (Donnelly, McCaskill, Manchin, Heitkamp). That just happened.

Now that the dam has broken, I suspect that Pompeo will pick up at least Manchin and possibly McCaskill.
